International Tender Notice: Supply & Installation of Core Banking Software for Sierra Leone’s Rural Finance Network (RFN)

The Government of Sierra Leone, through the Ministry of Agriculture and Food Security, has officially launched an
International Competitive Bidding (ICB) process for the:

💻 Supply and Installation of Core Banking Software and Associated Components

For the Rural Finance Network (RFN)
Ref No: SLE‑1710‑0136‑G‑ICB

This procurement is part of the Rural Finance and Community Improvement Programme Phase II (RFCIP2), financed by the
International Fund for Agricultural Development (IFAD). The initiative aims to digitize Community Banks (CBs) and Financial Services
Associations (FSAs) across Sierra Leone, expanding access to modern financial services for farmers, rural enterprises, and underserved communities.


🔍 Project Overview

The project seeks a qualified and experienced provider to deliver:

  • A complete Core Banking Software (CBS) solution
  • All related infrastructure, configuration, and deployment services
  • Testing, training, and pre‑operation support over a 12‑month period

This modernization is crucial to strengthening financial inclusion, improving service delivery, and supporting agricultural value chains nationwide.
